OHR FALSIFIES DAYTON, ATTRIBUTES TO ITSELF STATUS OF "AD HOC INTERNATIONAL INSTITUTION"

SARAJEVO, JUNE 9 /SRNA/ - Deputy Chair of the Council of Ministers Staša Košarac stated that what can be read today on the official website of the OHR represents a textbook example of political and legal falsification of the Dayton Agreement.

"Namely, the OHR has attributed to itself the status of an `ad hoc international institution,` although Annex 10 of the Dayton Agreement exclusively defines the existence of the High Representative and his staff, and not any kind of ad hoc international institution," Košarac told SRNA.

At the same time, Košarac points out, they have added to themselves the competence of "overseeing the implementation of the civilian aspects of the Peace Agreement that ended the war in BiH," which does not exist anywhere in the Dayton Agreement.

"It is particularly worrying that an attempt is being made on the OHR website to create the impression that the so-called PIC, a body that is not foreseen at all by either the Dayton Agreement or the Constitution of BiH, allegedly `elaborating Annex 10` gave the High Representative the right to impose laws. That is not true. Such powers do not exist in Annex 10, nor in the so-called Bonn Declaration, to which they refer," pointed out Košarac.

When someone has to falsify their own legal basis, Košarac states, then it is clear that they do not even have that legal basis.

"Therefore, it is high time to stop the decades-long practice of political violence against the Dayton Agreement, which is attempted to be justified by arbitrary interpretations and subsequently invented powers," added Košarac.

He stated that the OHR cannot become what is not written in the Dayton Agreement, nor can falsifications create legitimacy that never existed.
