SARAJEVO, OCTOBER 14 /SRNA/ – All those willing to work with the SNSD on the basis of consensus and agreement within the framework of the Constitution will have the opportunity to become partners, while those who have abused institutions and caused harm to Republika Srpska will have to be held accountable, SNSD spokesperson Radovan Kovačević said.
He pointed out that the Presidency is the highest executive body in BiH, while the Council of Ministers, if the Constitution of BiH is respected, is not what some are trying to turn it into.
“The Council of Ministers has nothing to do with a government, nor does it have a prime minister. It has a chairperson and their deputies, who together form an advisory board and must jointly agree on the agenda of a session. The chairperson cannot place any item on the agenda without the deputies,” Kovačević said.
He stated that the Council of Ministers is a subsidiary body of the Presidency of BiH and carries out its orders.
Kovačević said that foreign policy is entirely conducted by the Presidency of BiH, while the Minister of Foreign Affairs within the Council of Ministers is a technical official who represents the positions agreed upon by the Presidency.
“Unfortunately, we have had a completely different practice. Not only was it uncoordinated, but someone was abusing the Ministry of Foreign Affairs within the Council of Ministers to speak ill of Serbs and Republika Srpska across the Globe. On whose behalf? On behalf of both the Serbs and Republika Srpska? If you say that you represent BiH, then you must have our consent as well,” Kovačević emphasized.
He stressed that there can be no BiH without Milorad Dodik’s consent and without the consent of Republika Srpska.
“BiH is not something we simply took, waving some lilies and singing some invented anthems. BiH is what we agree upon,” Kovačević said.
Speaking about changes to ambassadorial positions, Kovačević said there was justification for replacing those who had previously falsely represented the Croat people in BiH diplomacy with legitimate representatives.
“This falls within the competence of the Presidency of BiH. What matters is that the terms of office of most ambassadors and consuls have expired, therefore this issue will be addressed at the first sessions of the newly elected Presidency of BiH. All positions where ambassadors’ and consuls’ terms have expired will be filled,” Kovačević told BHRT.
He added that the SNSD maintained friendly relations with the Croatian Democratic Union of BiH /HDZ BiH/ and that initial steps had already been discussed.
“The election results will first be implemented in the Presidency of BiH. There are certain matters there that can be discussed,” Kovačević said.
