KUZMANOVIĆ: PROVE THE CONSTITUTION IS AN ACT OF SERB PEOPLE AND THE REPUBLIC, NOT OF INTERNATIONALS

BANJA LUKA, APRIL 2 /SRNA/ - The President of the Academy of Sciences and Arts of the Republika Srpska Rajko Kuzmanović said that today's public debate on the Draft Constitution of Republika Srpska should prove that the Constitution is an act of the Serb people and the Republic, not of international individuals, and that it is in accordance with the Constitution of BiH.

Kuzmanović says the Constitution is a reflection of the state of every democracy and society, and that a new constitution is passed when the existing one exceeds the limit of 50 percent of it being amended.

"The Constitution of Republika Srpska has been amended about 110 times, whose amendments were mostly caused by the so-called high representatives," Kuzmanović told the press in Banja Luka, where he is attending the debate on the Draft Constitution of Srpska.

According to him, the new constitution should prove that a connection between the people and the institutions must be a central change.

"This draft should specify the system of authority division, which means that three issues are being discussed - legislative, executive and judicial power," explained Kuzmanović, adding it also refers to the property issue.
