BANJA LUKA, MARCH 23 /SRNA/ - Dragan Dakić, professor of international law at the Faculty of Law in Kragujevac, has assessed for SRNA that the acts recently adopted by the Republika Srpska National Assembly represent an attempt to peacefully resolve the situation in BiH within the framework of international legal mechanisms, and that the interpretation of the Dayton Peace Agreement is currently the most important.

Dakić has pointed out that this year marks the 30th anniversary of the Dayton Peace Agreement, which, he believes, is a sufficient period to valorize its effects and applicability.

According to him, the most important thing right now is the interpretation of the Dayton Peace Agreement.

"If we approach the interpretation of how that treaty has been applied here for 30 years, I will only refer to the aspect of the high representative, i.e. Annex 10. We will see that Christian Schmidt cannot even be called a high representative on any basis, let alone use those powers in BiH and intervene in the legal order," emphasized Dakić.

He has assessed that it is necessary to find an internal dialogue in BiH.

"What we see as a solution to that issue is an arbitration solution, not within a political, but within a judicial forum, because the fundamental dispute here is of a contractual nature, not a political and legal one," Dakić believes.

Dakić has emphasized that the central authorities have been making moves and amending the content and meaning of the Dayton Peace Agreement through unilateral acts for decades.

"That's why now, really, we can't find a political framework for a solution to this and we need an authoritative interpretation within the framework of international contract law, in fact, what and whose positions are here and who is in some way right, who is wrong and who should correct their behavior," said Dakić.
