BELGRADE, APRIL 2 /SRNA/ - Head of Representative Office of Republika Srpska in Serbia Mlađen Cicović said today that constitutional powers should be returned to Republika Srpska and the full effect of the BiH Constitution should be established, emphasizing that full adhering to the Dayton Peace Agreement and BiH Constitution is the only way to normality.

At the public forum called "Srpska is Defended by the Constitution," Cicović said that Constitution-based BiH is only possible if Republika Srpska and Federation of BiH /FBiH/ get back all powers and rights that were taken from them, and if the joint institutions are made to adhere to the Constitution.

He pointed out that Republika Srpska has no strength nor possibility to bring the legally devastated BiH "to the knowledge of the law," but it has the strength and ability to cleanse the Constitution of the Republika Srpska of all imposed amendments and restore the competencies that were taken away from it.

Cicović said that the healing of BiH should begin with the abolition of the "rights" of foreigners in the institutions of BiH and the creation of conditions for discussion and agreement between the constituent peoples and entities in BiH.

"Instead of the three nations and two entities agreeing on their own, the incomprehensible desire of political Sarajevo that foreigners in BiH determine and order what to do and how to do it, that is incomprehensible to human mind, prevailed" said Cicović.

He said that it reached a terrible level of political persecution, first of the President of the Republic, then the President of the National Assembly and the Prime Minister, the three most responsible leaders in Republika Srpska, where freedom is above the illegal high representative.

Cicović stated that the judicial farse was lifted to the level of international shame that non-elected and illegal people prosecute the legal, democratically electet representatives of people, challenging their basic human rights.

"After everything that was invented and perverted BiH, with the intention of the most successful legal violence against Republika Srpska, the only way to normality, to a legally regulated and free state is to return to full compliance with Annex 4 of the Dayton Agreement, which is the Constitution of BiH," Cicović assessed.

He said that BiH is probably the only state in the world to which imposed laws, decisions and regulations are not in accordance with the Constitution, but they are stronger and more significant than the Constitution.

Cicović pointed out that high representatives had been changing the Constitution of Republika Srpska with imposed amendments for more than two decades, referring to the illegal fabrication known as "Bonn powers," and the interventionism of part of the international community.

That, says Cicović, was also done through the Constitutional Court of BiH and foreign judges there, most of the time by the decisions made by overvoting even two out of three constituent peoples.

He added that unity will provide answers to the challenges that Srpska is facing.

Thematic forum was organized by the informative and political portals All about Srpska and Fakti, with the support of the Representative Office of Republika Srpska in Serbia, with the participation of Vladislav Jovanović, Darko Tanasković, Živadin Jovanović, Nenad Kecmanović, Aleksandar Vranješ, Aleksandar Pavić, Vinko Pandurević, Goran Petronijević, Srđan Perišić, Nebojša Malić, and Aleksandar Raković.
