PARTIAL CONSTITUTIONAL COURT OF BIH AGAIN RULES AGAINST REPUBLIKA SRPSKA

SARAJEVO, SEPTEMBER 25 /SRNA/ - The partial Constitutional Court of BiH ruled that the consulting services agreement with the company Dickens & Madson Canada, as well as budget funding for lobbying activities on behalf of and for the account of Republika Srpska through lobbying agencies, are "not in accordance with the Constitution of BiH".

According to a statement, the partial Constitutional Court "banned payments from the Republika Srpska budget" under the agreement concluded on September 6, 2025, as well as budget funding for lobbying activities by Republika Srpska.

The statement said that it had "established that the acts and activities undertaken by Republika Srpska for the purpose of implementing the budget item for this year, `Transfers to the Republika Srpska Representative Offices Abroad,` within the budget user unit of the Ministry for European Integration and International Cooperation, in the amount of BAM 15,000,000, as well as the budget item 'Transfers to the Republika Srpska Representative Offices Abroad' in the amount of BAM 49,000,000, which forms an integral part of the decision of the National Assembly of Republika Srpska on adopting the second rebalance of the budget for 2025, are not in accordance with the Constitution of BiH".

The partial Constitutional Court adopted this decision while ruling on a request by Denis Zvizdić, First Deputy Speaker of the House of Representatives of the Parliamentary Assembly of BiH.
