BEIJING, OCTOBER 29 /SRNA/ - The Fifth Plenary Session of the 20th Central Committee of the Communist Party of China /CPC/ was held in Beijing from October 26 to 29.
It emphasized that the CPC had been able to move from one victory to another because it had kept its lofty communist ideal in mind and remained committed to the historic mission spanning thousands of years of the Chinese nation.
The plenum stated that, throughout more than a century of struggle, the CPC had persevered in its efforts to ensure happiness for the Chinese people and national rejuvenation for the Chinese nation, while attaching great importance to Party governance and discipline in every historical period.
The CPC dared to persevere in the truth and correct its mistakes. It continuously strengthened itself by addressing its own problems, relying on its own strength and the support of the people, and became a strong leading core in achieving the goals of the CPC and the people, China Media Group reported.
As stated, during the periods of revolution, construction and reform, the CPC consistently treated its own development as a major project, and since the 18th Party Congress, a new major project to strengthen the CPC in the new era has been vigorously advanced.
The plenum noted that two answers had been found to the question of how to overcome the historical cycle of rise and decline, governance and collapse: allow the people to oversee the government and undertake self-revolution.
“This is a unique achievement of the CPC that will be forever recorded in the history of building Marxist political parties,” the plenum concluded.
The plenum spoke highly of the major achievements made in the comprehensive and strict governance of the CPC in the new era. It was unanimously assessed that the Central Committee, led by Xi Jinping, had faced the harsh reality that, during a certain period, the CPC leadership had become weakened, formalistic, and marginalized.
It was noted that Party governance and discipline had not been sufficiently strict, substantive or effective, and that certain problems within the Party had become alarming.
The Central Committee is said to have unwaveringly implemented comprehensive and strict Party governance, turned its corrective measures inward and taken tough action to restore order.
It was also noted that the CPC had become stronger and more effective through revolutionary self-reform.
The plenum stressed that comprehensive and strict Party governance has many favorable conditions, but at the same time faces numerous new circumstances and challenges.
Amid profound changes in the international environment, national conditions and the situation within the Party itself, the CPC faces increasingly difficult tasks in leading the people in safeguarding national sovereignty, security and development interests, as well as in advancing reform and development and maintaining social harmony and stability.
All this, it was noted, poses major challenges to the Party’s ability to govern the country under new circumstances, to its level of leadership, the quality of its officials, and its ability to resist corruption and prevent moral decay.
It was stated that attention should be focused on strengthening the CPC’s ability to remain in power over the long term, preserve its progressive character and purity, and maintain strong ties between the CPC and the people.
It was emphasized that the Party’s capacity for political leadership, ideological guidance, mass mobilization, and social influence must be continuously strengthened, ensuring that the CPC remains a Marxist ruling party that leads its time, enjoys the genuine support of the people, can withstand various storms and trials, possesses strong vitality, and forever remains the firm leading core of the socialist cause with Chinese characteristics.
It was stressed that Party consciousness must be strengthened, democratic centralism strictly enforced, high-caliber officials capable of shouldering responsibility for national rejuvenation developed, and a robust organizational system established that is interconnected from top to bottom and effectively implements decisions.
It was emphasized that unwavering and coordinated efforts are needed to ensure that corruption cannot be committed, is not possible and is not desired; to persist in governing the Party through institutions and in accordance with rules; to improve the system of oversight over the Party and the state; and to make responsibility for Party governance and discipline clear and binding.
The plenum stressed that democratic centralism is the fundamental organizational principle and leadership system of the CPC, and that its implementation is an internal requirement of comprehensive and strict Party governance.
It was also emphasized that the correct criteria for selecting officials must be applied, that people must be selected and appointed in a precise and scientific manner, that officials should be encouraged to develop and apply a proper understanding of performance, that their ability to perform their duties and take the initiative should be strengthened, that the quality of training and selection of outstanding young officials should be improved, that personnel management and oversight should be strengthened, and that talent should be developed, attracted and put to use comprehensively.
The plenum stressed that Party organizations at all levels bear primary responsibility for comprehensive and strict Party governance.
It was stated that the fight against corruption must be pursued to the very end. Strong pressure must be maintained on those who commit acts of corruption, restrictions and oversight over the exercise of power must be strengthened, ideological foundations for upholding integrity and rejecting corruption must be reinforced, and the overall effectiveness of coordinated anti-corruption efforts must be improved.
Development and security must be coordinated, the social security system must be strengthened to ensure universal coverage, basic protection and a solid safety net, and effective work must be carried out in the areas of workplace safety, disaster prevention and mitigation, emergency rescue, food and drug safety, and the preservation of social stability.
The plenum decided that the 21st National Congress of the Communist Party of China will be held in Beijing in the second half of 2027.
The plenum was attended by 162 members of the Central Committee and 117 candidates for the Central Committee. It was chaired by the Political Bureau of the Central Committee, and Xi Jinping, Secretary General of the Central Committee, delivered an address.
The plenum heard and reviewed the work report delivered by Xi Jinping on behalf of the Political Bureau of the Central Committee. It also deliberated on and adopted the Decision of the Central Committee of the Communist Party of China on several major issues concerning the consistent advancement of comprehensive and strict party governance.
