SARAJEVO, MARCH 30 /SRNA/ – Banja Luka-based Planet Soft Company has filed a complaint with the Central Election Commission of BiH /CEC/ over unequal treatment of bidders and favoritism toward the company selected for the procurement of equipment for the biometric voter identification system and ballot papers scanning.
Aleksandar Milinković, a member of the Planet Soft management board, told SRNA that the complaint argues that the contracting authority misrepresented the facts and misunderstood the Law on Public Procurement of BiH.
"The deadline expires today; we did not want to wait until the last moment," Milinković said.
Milinković stated that the selected company, Smartmatic, did not provide valid references nor adequately prove technical compliance with the requirements.
"The CEC favoured it and recognised what it disputed in our case. We also highlighted this additionally," Milinković said.
He explained that the third bidder, Artco Company, did not guarantee the accuracy and credibility.
The CEC selected the Smartmatic's bid for the procurement of equipment for the biometric voter identification and ballot-scanning system, even though it was 17 million more expensive than the bid submitted by Planet Soft.
