EAST SARAJEVO, APRIL 9 /SRNA/ - The ambassadors and consuls general of BiH from among the Serb people sent a letter to the Minister of Foreign Affairs in the Council of Ministers Elmedin Konaković in which they pointed out that it is scandalous that the minister without the approval of the Presidency of BiH addresses the NATO pact, calling for foreign military intervention on the territory of his own country, which in itself should mean an act of high treason and an attack on the constitutional.
The letter from the ambassadors and consuls general of BiH from among the Serb people addressed to Minister Konaković SRNA transmits in its entirety:
"We want and need to express our position as ambassadors and consuls general of BiH from among the Serb people, and regarding the continuous abuses of the position and institutions of BiH by the Minister of Foreign Affairs Elmedin Konaković, which caused serious political, legal and security implications, especially in the context of inter-ethnic relations and stability in the country.
In his work, Minister Konaković continuously uses the Ministry of Foreign Affairs in the Council of Ministers as an instrument of the Bosniak political agenda, that is, above all the interests of the coalition of Bosniak parties that currently constitute the parliamentary majority at the level of joint institutions of BiH. In this way, one of the most important ministries in the Council of Ministers becomes a platform for acting in exclusively party and national interest, and not in accordance with the constitutional powers and obligations that the ministry has.
The letters that Minister Konaković sends to international addresses, foreign governments and organizations were not previously approved by the BiH Presidency - the only body responsible for conducting foreign policy according to the Constitution of BiH - and as such can be treated exclusively as his private political views. We emphasize that the Ministry of Foreign Affairs has the obligation to exclusively implement the decisions of the BiH Presidency, and never to arbitrarily create or redefine them.
Ambassadors and Consuls General of BiH from among the Serb people have repeatedly dissociated themselves from the content of letters sent by Konaković on behalf of BiH, stating that those letters are filled with arbitrary comments, inaccurate information and expressions of personal frustrations that reflect his unsuccessful political agenda and controversial position.
Of particular concern is the fact that Minister Konaković has been the subject of media reports and public accusations linking him to persons close to criminal circles in BiH and abroad for a long time. Although no formal indictments have been brought against him, such suspicions undermine public trust and seriously compromise the credibility of the Ministry of Foreign Affairs, as well as the state union itself in international relations.
In light of the above, we call for all relevant institutions and international partners to take into account the actual constitutional arrangement of BiH, as well as the fact that no minister's decision outside the framework of the instructions given by the Presidency of BiH can have a binding or internationally relevant character.
Also, we call on domestic judicial authorities operating on the territory of FBiH to seriously deal not only with abuses of official positions, but also with indications that point out the possible connection of Minister Konaković with persons from criminal structures, in order to ensure the full rule of law, institutional integrity and equal participation of all constituent peoples in decision-making.
