BANJA LUKA, AUGUST 14 /SRNA/ - SNSD Leader Milorad Dodik said that there would be a collapse and complete failure of the system on October 4, polling day in BiH, and that, because of money and manipulation, voting would be conducted in a way that does not exist in any other country in Europe.

Dodik pointed out that, throughout the world, there are two key participants in every electoral process: citizens/voters and political parties, whereas in BiH there is also a third - a scanner.

"This third one, apparently, is the most important. Everything is subordinate to it. As things stand today, the essence of elections in BiH is not voters and political parties, but scanners. It is not the election of those who will govern, but of technology, manipulation and reshaping the will of the people," Dodik posted on X.

Dodik said there was no one who did not believe that fraud was involved, adding that ballots were not designed to make voting easier for voters, but to be acceptable to scanners.

According to him, this is why the ballots will resemble a "lottery" or "bingo" ticket.

"Numbers, nowhere the names of candidates. In addition to the ballot, a book, so that the voter can carefully study how to vote for the person they intend to vote for," Dodik said.

He noted that, technically speaking, voting was a routine matter everywhere, whereas in BiH it would be a serious scientific and educational undertaking.

Dodik stressed that the electoral process in BiH was not being conducted under a law adopted by the Parliamentary Assembly, but according to the imposed will of a foreigner who is no longer here.

"Where is Europe now to point out the illegality, unlawfulness and unconstitutionality? Or is this also the 'rule of law,' as in the case of the shameful court proceedings? That is why October 4 will be a collapse," Dodik said.

He added that no one in the Central Election Commission /CEC/ was capable of answering simple questions.

"How long will it take for one voter to cast a ballot? How much time is needed to confirm a voter's identification? How long does confirmation take when 500 queries are submitted simultaneously, and how long when that number exceeds 1,000?" Dodik asked.

He also raised questions about what happens when the system becomes overloaded or the Wi-Fi signal "goes down", how much time a voter will need to "study the literature" accompanying the ballot, and how long it takes to scan one ballot, compared with four.

"What is the procedure for moving from one database to another, given that there are four ballots and therefore four databases/results? How many technicians are needed at each polling station to install a VPN tunnel to protect data transmission?" Dodik asked.

He said more questions could be raised indefinitely, but that one was crucial: Why will voting in BiH be conducted in a way that does not exist in any other country in Europe?

"The only logical answer is: Because of money and manipulation. The fact that there will be a complete collapse of the system on October 4 is of no concern to anyone. Someone will surely be found to be blamed. Pedro must hang!" the SNSD leader said.

Dodik stressed that if anyone in the CEC was considering postponing the elections, then someone in the judicial and security system needed to consider doing their job.

He pointed out that the law clearly states that elections may be postponed or rescheduled due to extraordinary circumstances.

"Incompetence and corruption are not extraordinary circumstances. Moreover, in the current CEC composition, this appears to be a regular circumstance. Therefore, Republika Srpska should activate its own electoral commission and hold elections after the collapse of this system," Dodik stressed.
