TREBINJE, APRIL 1 /SRNA/ - Member of the Working Group for Drafting the New Constitution Dragan Dakić said that the goal is to pass the highest legal and political act that meets the needs of the citizens of Republika Srpska in the 21st century.
He told reporters in Trebinje that the purpose of the public discussions, held in regional centers according to the plan adopted by the National Assembly of Republika Sprska, to hear from the citizens about the specific needs for each environment.
"Yesterday, we had an opportunity to hear that in East Sarajevo, today in Trebinje and after that, in other cities as well," said Dakić, who is professor of international law and legal advisor of the President of the National Assembly.
He stated that efforts are being made to ensure that the new constitution, when it passes public and expert discussion, receives everything needed to be in compliance with the highest standards of human rights protection and other requirements of international law.
Dakić pointed out that so far there has been a great response and interest from citizens in public hearings, which encourages the members of the Working Group to offer quality proposals to the Parliamentary Committee for Constitutional Affairs in accordance with the needs of citizens and Republika Srpska.
He emphasized that one should take into account the historical circumstances under which a legal act such as a constitution is adopted, stating that today compared to 1992, when the current Constitution was adopted, there are new areas that will be regulated by the new constitution, such as the digital space that now exists outside the legal framework of Srpska.
According to him, the tendency in the world is to establish sovereignty over that space as well.
"We had an opportunity to see how our institutions are attacked from that space, there are server blockages and system crashes, and practically cyber-attacks," said Dakić, adding that these are also additional technological needs for the adoption of a new constitution.
Public discussion about the Draft of the New Constitution of Srpska was held in the premises of the Trebinje City Council.
At the special session on March 13, the National Assembly adopted the decision on establishing the Draft Constitution of Republika Srpska, which, by the conclusion of the Assembly, was put on public debate, which will be implemented within 30 days.
