ISTOČNO SARAJEVO, November 30 /SRNA/ - The Head of the SNSD Caucus in the House of Representatives of the Parliamentary Assembly of BiH, Sanja Vulić, stated that she will not participate in the session of the Steering Board of the Peace Implementation Council /the so-called PIC/, a body not envisaged by any provision of the Dayton Peace Agreement or the Constitution of BiH.
She recalled that the Dayton Peace Agreement has been long undermined by the practices of the current, unelected and unconfirmed individual who presents himself as the High Representative, whose decisions have not been validated by institutions defined under international law.
According to her, relying on such a model of governance does not strengthen peace — it delegitimizes it and distances BiH from the consensual, constitutional and equal structure clearly prescribed by Dayton.
"Regarding the invitation of Luis Crishock, Supervisor for Brčko District, I inform the public that I will not participate in the session of the Steering Board of the Peace Implementation Council /the so-called PIC/, a body not foreseen by any provision of the General Framework Agreement for Peace in BiH, nor by the Constitution of BiH," Vulić told SRNA.
Vulić stressed that it is unacceptable to amend BiH criminal legislation outside the Parliamentary Assembly, and to use so-called Bonn powers to politically punish or eliminate elected representatives of one of the constituent peoples.
"The assault on Milorad Dodik is a vengeful action by Schmidt, in collusion with the judiciary in BiH, aimed at dismantling the Dayton Agreement. Such practice is not 'strengthening functionality', but a form of political imposition — a colonial model of governance, not a European standard," Vulić stated.
She pointed out that the Constitution of BiH, in Article 3, explicitly excludes property-legal matters from the jurisdiction of BiH institutions and clearly defines those powers as belonging to the entities.
Likewise, she added, Annex 2 of the Dayton Agreement and the Geneva Agreement clearly define the inter-entity boundary line, confirming that cadastral and other property belongs to the entities within their respective territories.
"For that reason, the question arises: what would even be discussed with the Supervisor of Brčko District? If the topic is violation of the constitutional order, disregard for Dayton, or attempts to transfer competences, then such a conversation makes no sense with caucus leaders. All problems in BiH, as well as the dismantling of Dayton, were caused by a man without legitimacy — Christian Schmidt," Vulić stated.
She emphasized that BiH is now facing the deepest institutional crisis since the end of the tragic conflict, precisely because of the violation of the constitutional order and the ignoring of all mechanisms of consensual democracy on which Dayton is based.
"SNSD will not participate in processes intended to conceal these unilateral actions. As an elected representative of the Serb people, my mandate is to protect the Dayton Agreement, the constitutional balance and the equality of the three constituent peoples. In line with this, I refuse to participate in a meeting of a body that has neither constitutional nor international legitimacy," she said.
Vulić stressed that only consistent respect for the letter — not the so-called spirit — of Dayton can preserve peace, stability and the dignity of all citizens of BiH.
"I am a proud Serb woman and I would never betray my people for anything. Schmidt's idea of expelling Christians and creating a unitary BiH goes against the principles of the General Framework Agreement for Peace in BiH and can lead only to escalation, never to respect, peace or coexistence," she concluded.
Luis Crishock, Supervisor for Brčko District, invited the heads of caucuses in the House of Representatives of the Parliamentary Assembly of BiH to a meeting of the PIC Steering Board, scheduled for December 2 in Sarajevo.
