BANJA LUKA, JUNE 23 /SRNA/ - Petar Bilčar, Deputy Director of the Agency for Identification Documents, Registers and Data Exchange of BiH /IDDEEA/, told SRNA that he feels obliged to once again point out that the agency has continuously been making decisions and carrying out activities which, according to the available legally binding acts of the competent authorities, fall outside the clearly defined legal framework.
"I have repeatedly warned the Director of IDDEEA Almir Badnjević, both in writing and verbally, about these circumstances, insisting that all activities, without exception, be brought into line with the applicable regulations and decisions of the competent institutions, including court rulings issued in the case concerning the unlawful issuance of qualified digital certificates," Bilčar emphasized.
He pointed out that if the practice of ignoring or downplaying binding legal acts continues, there is a serious risk of undermining legal certainty at the institutional level and eroding trust in the digital identity system.
"I expect all processes to be urgently aligned with final and legally binding decisions and the applicable legal framework, because any other course of action would lead to a direct institutional problem and unforeseeable consequences for citizens and legal entities," Bilčar said.
The Personal Data Protection Agency of BiH recently permanently prohibited the Agency for Identification Documents, Registers and Data Exchange /IDDEEA/ from processing personal data for the purpose of issuing qualified electronic certificates for electronic signatures, except in procedures involving digital signatures in the area of identification documents.
