BANJA LUKA, MAY 3 /SRNA/ - Serb member and Chairperson of the BiH Presidency Željka Cvijanović pointed out that there is no security issue as a result of a political crisis produced by the individual arbitrariness, but if the disputed Conclusion does not receive sufficient support, it could further encourage various demands of political Sarajevo, thereby further complicating internal relations in BiH.
"That is why it is important to clearly repeat once again that war-mongering statements never came from Republika Srpska, but they did come from FBiH. Our policy is clear, which is the Dayton Peace Agreement, the Constitution of BiH and the equality of all as stipulated in it," Cvijanović pointed out.
SRNA publishes the address of the Serb member and the Chairwoman of the BiH Presidency at a special session of the National Assembly of Republika Srpska on the veto of the disputed conclusions of the members of the Presidency Denis Bećirović and Željko Komšić in its entirety:
"The fact is that the competence of foreign armies according to the rights given in the annexes of the Dayton Peace Agreement is to preserve the peaceful aspects of the Dayton settlement, and not to interfere in imposed political situations and issues.
A foreign army such as EUFOR should be allowed to carry out its mission of preserving peace and stability with all respect, and not try to drag the organization into the sphere of political confrontations and tensions in the country.
It should be reminded that the Article 2B of the Annex 1 states that no entity will accept nor use force against another and that armed forces of any of two entities will not enter or stay at the territory of the other entity without permission of the government of the entity or the BiH Presidency. This is not just stated, but it was for a reason.
Invoking the threat of a foreign power and the attempt by two members of the BiH Presidency to use the Altea Mission for political calculations is an example of the true collapse of the constitutional and legal order of BiH, and has nothing to do with preserving peace and stability in BiH.
The current EUFOR-Altea Mission has the support of Republika Srpska and its political leadership. We believe that the movement and exercise of competence within the assigned mandate of the UN Security Council cannot harm Republika Srpska and BiH.
That is why I decided to dispute this conclusion and thus not allow irresponsible politicians to invite foreign military interventions for the purpose of realizing political conflicts.
There are a large number of responsible people sitting in the National Assembly, whom I rightly hope will recognize the importance of this moment and issue, that we must clearly convey that this is not the time and will never be a good time for overvoting, because whenever it happened, it brought significantly more problems than solutions.
It is never a good time to invite or involve a foreign military power to intervene. There are too many bitter memories in the Republika Srpska of those days, from the bombing, to the horror experienced by the parish priest Jeremija Starovlah and his son, the religious teacher Aleksandar, without the perpetrators ever being punished and their vandalism and murderous campaign never based on proven reasons. If something can be a reminder and warning that we must not allow certain things, then it is this crime against the Serbian Orthodox Church’s clergy from 2004.
I am always in favor of solutions and an agreement; an agreement that will be a product of the leadership and responsibility of domestic politicians whom the people have given support and trust to represent their interests.
The policy I represent is not offensive, but constructive and aimed at preservation of the constitution and equality. That is why I turned to the National Assembly to ask for support, in order to take a clear position against overvoting, against inequality and against abuses of both domestic and foreign institutions.
Therefore, I invite you, MPs, to support this decision and to show responsibility towards Republika Srpska and the views of its most important institutions."
